Adobe acrobat dc fill and sign not working

I an unable to fill in a pdf form which was sent to me. I opened it in Acrobat reader dc. It is a secured document. I received a secured pdf document that i must fill in and sign and return to the sender. When I click on the fill & sign icon no text icons appear. I am unable to fill it in or to sign it. Help.
